Wales' all-time top scorer features in the 25-player squad despite suffering a leg injury while playing for Seattle Reign last month.
The midfielder has been absent for the NWSL club since 6th September, when they beat Angel City 3-2.
Manager Rhian Wilkinson has also named vice-captain Ceri Holland, who has been absent for WSL club Liverpool after picking up a foot injury.
Former captain Sophie Ingle is the main absentee from the squad, as Wales seek to qualify for a major tournament for the first time in their history.
